adjust to newer postcss container.nodes maybe undefined. most code already protected it one way or another.
added missing project refs
use EXPERIMENTAL_useProjectService in typescript-eslint. it supports project refs properly.
regenerated lock file from scratch

I went through the places that explicitly marked nodes with non-null assertion and made sure they actually check that it is the case.

This is also to avoid eslint/typescript disagreeing about the necessity of the non-null assertion:
