Enhance Insignia with option for using cab cache #3937

When the msi is built it makes copies of the cab files for each arch/culture. In the case there is no need to sign all the copies of the same cabs and the cabcache feature is used, it would be nice if Insignia could also use these rather than requiring the signed cabs also be distributed to each arch/culture folder again.
