Rebuilding with existing CAB cache can err if CABs are locked #5080

On a few occasions we've seen an issue crop up where an existing CAB was locked during a rebuild and the build fails. A retry around the CAB'ing APIs should help, but wanted to see how much interest in this there was. I recall Bob talking about adding more retry logic in general.

As much i/o as possible should be retried.
