Where did you find that URL referenced? XML namespaces are not URLs (https://en.wikipedia.org/wiki/XML_namespace)

I'm pretty sure the URL that you're looking for is this: https://wixtoolset.org/docs/schema/wxs/ui/

Which is the documentation for the WiX XML namespace 'https://wixtoolset.org/schemas/v4/wxs/ui'

Currently, schema URIs aren't valid URLs.
