Make sure LabTab will work as usual in Android 8 and 9

Based on some comments from Sourabh, this is going to require major changes, specially for Android X, 8 and 9:

i) Change in Design and View Libraries across all code. This will be replaced for all Views ii) Services : Download, Background Services needs to be changed. iii) Change in Layout to support Android 8 and 9. iv) Migrate to new libraries and all dependencies v) Services: Permission change for Network call

We're talking about 60-75 hours of work here. If approved, will need to make a milestone and break this down into smaller tasks
