Implement PostgreSQL service for Github Actions

Create the test job in the CI workflow with PostgreSQL service support.

The following additional tasks must be addressed:

• Implement testing for the migrations tool
• Implement testing for the PostgreSQL driver
• Implement testing for the repository layer
• Implement testing for the app layer
