Add "full" parameter to --refresh to complete any RTM-side tasks that are completed locally but not remotely #25

For some reason, some of my tasks aren't getting completed in RTM. Maybe I broke this at some point. In any case, would be good to be able to catch them up manually.

Can probably knock out #22 at the same time.
