Update build scripts #11

This is a new setup for the MiSTer build and release process.

scripts folder has been restructured to organise mister-specific items
magefile has been updated to reflect this
Generate repo python script has been cut down to only create a tapto repo
New manual github action was created to set up downloader repo from latest release

The repo file is now stored in scripts/mister/repo/tapto.json
