Add ca-certificates to Docker image #129

Running htmltest from Docker image fails if the site has HTTPS URLs because the Docker image does not contain common CA certificates.

Hi @ddgenome, thanks for this! The failed test seems to be due to #127 and unrelated to this branch. Will have a look into getting this fixed and we can get this merged.
