Support ${jetty.base} for Jetty 9.1.0+ #178

Starting with Jetty 9.1.0, there is a clear separation between the distribution 
at ${jetty.home} and your instance + configuration of jetty at ${jetty.base}

This could be a good feature to utilize to make managing configuration easier 
with this plugin
