I set my file to Restricted Only people added can open with this link. How can I keep the setting and download it.

gdown --id xxxx

Access denied with the following error:

Cannot retrieve the public link of the file. You may need to change
the permission to 'Anyone with the link', or have had many accesses. 

You may still be able to access the file from the browser:

[wkentaro]

Frankly, you can't. Because gdown does not have any feature to log in to a Google account. You may want to check gshell or gdrive.
