Premium Route Typos for SF and PHL #111

For the premium route definitions on the dashboard, there were two typos:

  1. [San Francisco-Oakland] BART needs to be corrected to premium (All Rail)
  2. [Philadelphia] Port Authority Transit Corporation needs to be corrected to premium (All Rail)
