It looks like important dates for analysis would be a week in July, and then any week after Labor Day.
Most major agencies implemented service changes (mostly increases) in June, with another set planned in August or early September.
For example:
LA Metro: small service increase 4/12, NextGen “shake-up” was 6/27
NY Metro-North: Service increase 6/21, another increase planned 8/20
MBTA: 4/5 commuter rail changes, service increase 6/20, another planned 8/29
WMATA: 6/6 late-night bus service increase, 9/5 major increase planned including fare discounts
SF BART: 6/7 service increase, 8/2 service increase
SFMTA: Service increases 8/14
SEPTA: 8/30 new schedules
Chicago Pace: Service increase 8/9
At this point - if we had capacity for a Q2 update, late April could make sense, but haven’t looked too closely. (Noted a few service changes I saw above.)
