Reliability data stopped updating #147

The on-time performance measures had been automatically updating every week, but stopped updating at the end of 2021. The last data point appears to be from around Dec 31 2021.

Data updating has resumed. Will need to develop a longer-term solution as part of 2.0. Adjustment of charts discussed in #152
