Philadelphia results likely incorrect for April 2020 and February 2021 #75

Sharp drops on these dates and travel time matrices much smaller than surrounding dates. This may be a GTFS issue.

Maybe April is actually correct. Feb likely an incorrect or inconsistent date.

Service was reduced in late March to reflect a Saturday schedule seven days a week (https://septa.org/notice/modified-saturday-schedules.html).

Regular schedule was reinstated in May (https://6abc.com/septa-schedules-modified-limited-coronavirus/6163350/).

@rickl4 has regenerated travel times for the Feb 2021 and the matrices look more reasonable.
