Add Loiano observatory #5

Coordinates and altitude are taken from http://davide2.bo.astro.it/loiano/

I only want to report that the file at http://idlastro.gsfc.nasa.gov/ftp/pro/astro/observatory.pro hadn't been updated yet.

Sorry, observatory.pro had been updated on the GitHub site but not on idlastro.gsfc.nasa.gov
