In the summary on pypi, it says documentation is available on http://datastream.readthedocs.org/ .

When I actually go there, I get a 404/error page

Documentation is not yet written, package is still in development. Please see docs dir.

cool. did you want to update the link in the description in setup.py in the meantime?
