[WIP] Modify a few clingwrapper functions to use cling #4

Functions modified:

Currently, 47 tests do not pass due to the modification.

Also, the setup.py is modified to use the settings in my setup. It needs to be generalized.

Yes, ultimately that setup should be fixed by consolidating cppyy-backend into 1 package (instead of cppyy-backend and cppyy-cling), once it's no longer convenient to develop clingwrapper.cxx in isolation.

This pull request is dead, right? With the actual changes being the wholesale one for libinterop?
