private static String getEncodedFile(String path, String query, String ref, String charset, EncodeInfo[] specials) 这个方法对于只有一个参数的接口会出错，如：http://192.168.12.14/app/client/device/downloadapp?fileId=Z3JvdXAxL00wMC8wMC81MS9DbThNRGx0Unk2NkVMV3，经过这个方法以后问号会丢失。
