downstream and upstream are incorrect #9

i am using windows 7 64-bit, the latest build of LCD.

my problem is whenever i use the network it is incorrect. For example when i am 
downloading at my max speed of 1.4 MB/s , the downstream shows 6.30 MB/s.

Please tell me what i need to do to fix this problem.
