Rolls up improvements to workflow of AOI editor (#71), a necessary precursor to other changes to support HCM progress improvements.
At some point changes made to support the PA in SWEPT under #85 were merged into this code branch. They aren't necessary, but also do not hurt that they're included in this pull request. These changes allow for loading item segments from RCI gaming layer, as well as enhancements to loading resource layers.
