While there isn’t a way to move that box around currently, one way to prevent the popup from masking the feature is to zoom out and pan the map so that there is space for the popup to appear, then click just at the edge of the feature you want to identify:
In the example above, I zoomed out one level, then panned the map East, so that the census block was more to the left, and clicked in the NE corner of the block.
Hope this can help until we can work on enhancing this feature.

As it turned out, this was easily fixed with a simple configuration change. Did it on 8/19/2020 under (duplicate) issue #43; Jonathon was one of the ones notified of the change.

Is there a way to get the data box to be movable? Right now, it covers up the polygon or resourced when you have the area selected. Example below, I cannot see the outline of the census block because the data box is on top of it. If you don’t select the resource, you cannot see the area the resource covers.
