Users need the option to stay at the same map extent when opening a saved map #38

Under the option to “Clear map before loading”, add an option for “Zoom to saved map extent”. Leave it un-checked by default. If checked, map zooms to the saved extent after loading layers. If not checked, map stays at the current extent after loading layers.
