Tectonic LaTeX compilation action failing due to archive.org #41

There seems to be an error with Tectonic relying on archive.org. See https://github.com/tectonic-typesetting/tectonic/issues/765

May switch to different compilation action like https://github.com/marketplace/actions/latex-compilation or https://github.com/marketplace/actions/github-action-for-latex
