Epic: A service to get updates when their bus timetable changed. Addition to disruption alerts system.

Story details

As a

bus user

I need to

know if there are any changes to my bus timetable

So that

I can plan my journey accordingly

Acceptance criteria

[x] API is set up to alert users about a timetable change for bus services
[x] Create new Gov notify template to inform user about timetable change
[x] Create new Campaign Monitor template to inform user about timetable change
[ ] Change copy in disruptions service to add reference to bus timetable changes
[ ] Test alerts
