I need to

Add disruptions information to the disruptions service manually

So that

I can add disruptions that may be missed by the API

Acceptance criteria

[ ] I can add disruptions for any mode (bus, train, tram, roads)
[ ] I can add custom text content to the disruption details
[ ] Disruption API picks up manual disruptions to alert users.
[ ] I can specify a location so it appears on the map

This should already be possible for bus and tram through the Incident Management System (IMS). We need to find out why this isn't being used.

Jon has implemented a solution for manual rail disruptions. This is a manual process that requires a developer. We may need to come up with a nicer front-end so that the RTCC can add manual disruptions in without developer input.
