License generated by GitHub. I checked other PHP projects that use BSD-3-Clause, such as PHPUnit, and things seem ok. The only part I am not so sure about is the copyright line in COPYING (which is not shown in the diff unless you click on the thing):

Copyright (c) 2012-2018, Wikimedia Deutschland

Should that be "Wikimedia Deutschland"? For PHPUnit it just has Sebastian. For the other PHP projects I checked this is typically something like "FooBar Team", where FooBar is the project name.

Since this sentence contains the very serious term "Copyright", I suggest to put Wikimedia Deutschland e. V. Everything else wouldn't be able to take on the seriousness.
