Headlines/Titles of steps on "contribute…" very big.

It currently uses H3. We could use a smaller headline (H5) or just go with a numbered description list which is semantically probably the best.

is Contribute specifications has big sub headlines and thus looks cluttered

I have resolved this by using H5 elements in the markdown templates.

e.g.

### 1. Download the template will render to a H3 ##### 1. Download the template renders a H5

Looks good; is not semantically perfect, but probably the best possible with simple markdown.
