gbOPEN - NPL - ADM1 #118

NPL ADM1 was moved to authoritative and humanitarian releases. Need to find an alternative for the gbOPEN product.

Appears NPL_ADM2 is incorrect; ADM1 refers to the 7 provinces of Nepal, where ADM2 refers to a total of 77 districts within those provinces. Was intending to fix by merging ADM2 districts into their respective provinces, but npl_adm2 indicates 768 polys, which may refer to adm3 (metro cities, submetro cities, municipalities and rural municipalities). More work to be done.

I can help with NPL data. ADM1 should be the 7 provinces, ADM2 77 districts, @sgmurphy00 you are correct the metro, submetros, municipalities, and rural municipalities is ADM3, wards would be ADM4, and settlements as ADM5. Is 4.0 on pace to be released at the end of May @DanRunfola?
