ISR ADM2 disputes and holes #32

The administrative divisions of Israel are broken down with 6 main districts for the first level ADMs which is further divided into cities, municipalities, and regional councils for its second level ADMs. Our data gathered from OpenStreetMap does not contain all the information of Israel due to ongoing conflict between Israeli and Palestine areas. This leaves areas outside of civil jurisdiction, however, more areas could be not listed or listed under jurisdiction due to ever-changing environment.

In addition, there are bodies of water within Israel that produce some of the holes.

Note this issue is cross-linked with https://github.com/wmgeolab/gbRelease/issues/12.

After we complete our core contested boundary standardizations, we'll update this to only an oddity; in the interim it will be part of our product enhancement as per https://github.com/wmgeolab/gbRelease/issues/12.
