Add QAQC check to ensure only one row per Country - ADM combination #8

In 2.0, we had two versions of Belgium ADM2 sneak through. We need to add a check to ensure that we don't have duplicate cases in the master releases. Planned for this spring (3.0).

This is no longer relevant as per our code rewrite for the 3.0 release, and our new productized structure for future releases (as multiple copies will result in build errors in multiple spots, now).
