organize navbar into dropdown menus by category of module #75

This page gives a decent example of what we should have the SCOPE website look like. Ideally, there would be an additional level though, such that there are 4 dropdowns (Administration, Pipelines, Workflows, Analytics) which have their respective module categories (e.g., Sourcing, Extracting, Parsing), which then also have right-hand dropdowns for their different iterations (e.g., Auto, Manual, QA).

I had an easy enough time implementing the dropdowns, but the right-hand dropdowns are giving me some trouble. This page may help.

Also, for quality of life, the menus should popup by hover, not just click. Save people from arthritis.
