Please see the below comment from 15 April 2020 by @jbathegit for the latest version of this proposal. The latest version is contained within a PDF file that was generated on 30 April 2019, and it contains detailed notes and diagrams which don't translate well to the markup schema for GitHub comments.

The latest version of the proposal is attached for review/comment/discussion, and I can also provide some sample GRIB2 messages encoded according to the new specifications if anyone is interested.

Everything looks good to me but I am not a specialist of grids and grid projection.
