NWP readiness to process data with WSI+TSI #3

Data coming from stations already having a TSI can be modified to add a WSI. The NWP Centres should be able to skip the WSI and use the TSI with very few changes in their processing chain. This aspect needs to be verified and we need to know if all the NWP Centres are able to process this kind of data.

Is TSI the same as CCCC in an WMO-386 AHL?

@petersilva The TSI conceptually could be your CCCC (e.g. LZIB) if the observation was in METAR format, but in this context it is usually IIiii (e.g. 11186) as WSI (WIGOS Station Identifiers) are currently used only in BUFR and that is used for observations that would traditionally be called SYNOP. The new format for METARs is IWXXM - I am not sure if ICAO is considering use of WSI there. I can imagine it but at the moment that is off topic, I guess.

The Team decided to draft a survey for NWP Centres to assess their readiness.
