As per title, update to https://confluence.ecmwf.int/display/ECC/ecCodes+version+2.38.3+released

@tomkralidis should this issue be moved to wis2box , or should we make a separate issue for this in the wis2box-repo (and/or in the wis2box-api repo...) ?

Suggest adding to wis2box as an overarching issue (we can enumerate implicated repos/packages from there).
