IWXXM Code List changes in support of Am79 and Am80 #12

Apart from #2 and #3, we will also need to deal with cloning existing BUFR tables and creation of new tables to handle the needs of the new WAFS SIGWX Forecast. While the IWXXM WAFS SIGWX Forecast has reduced the number of code tables its BUFR predecessor is using, it still needs to make reference to the following tables:

  1. 0-01-031 (Common Code table C-1)
  2. 0-08-011 (Meteorological Feature)
  3. 0-11-030 (Extended degree of turbulence)
  4. 0-20-008 (Cloud distribution for aviation)
  5. 0-20-012 (Cloud type)

As with other BUFR tables being referenced by IWXXM, we will be cloning (2)-(4) and make them IWXXM code tables. We will also need TT-TDCF's advise on who to implement (1) which shall be located under http://codes.wmo.int/common.

For completeness I am also copying other tables to be cloned in #9:

  1. 0-20-086 (Runway deposits) - Associated IWXXM elements will be deprecated from 5 Nov 2021
  2. 0-20-087 (Runway contamination) - Associated IWXXM elements will be deprecated from 5 Nov 2021
  3. 0-20-089 (Runway friction coefficient) - Associated IWXXM elements will be deprecated from 5 Nov 2021
  4. 0-22-061 (State of the sea)

@blchoy Regarding the two code tables that you are planning to use, 0-11-030 is not used in any sequence, and 0-20-008 is used only in 3-16-035 (Thunderstorm SIGMET) which I believe is not in use. So you can take these tables and use in the IWXXM code tables.
