do nothing workflow #15

work flow to do no real action, to enable new workflows to be triggered

would need to be merged to master, before other workflow changes will trigger

Let me recap what has been done so far.

Choy:

  1. has restructured the CSV files based on the existing data on the Codes Registry and created a new branch FT2021-2-base
  2. forked another new branch FT2021-2 from FT2021-2-base to include the changes required for FT2021-2
  3. will continue to refine the CSVs in branch FT2021-2 and also include software to convert from CSV to RDF/XML

Mark:

  1. is working on software in the master branch on comparing the content of RDF/TTL (and in the future RDF/XML) files in the repository with that on the Codes Registry

So there is no conflict of our work on the repository until one day when we think the complete workflow is mature we will put them together. Based on this understanding I am merging this PR into the master branch.
