Publish FT21-2 codes to Registry #16

There are several options. This issue will keep track of the discussion, plan and execution. They need to be published by the end of this week.

For @marqh 's information, it was a consensus of the team to have CI scripts to create TTLs out of the CSVs for uploading to the test registry. We previously discussed the need of RDF files for testing before uploading to the test registry. This will be achieved manually with a separate script directly from the CSVs. It is understood that the RDF files created from the script will be a minimal one compared with those exported from the registry, but that should be good enough for testing validation with schematron rules.

@blchoy There are RDFs for the codes in the iwxxm directory (https://github.com/wmo-im/iwxxm/tree/master/IWXXM/rule). Will they need to be updated after we download the ones from the codes registry?

Unfortunately I can only finish working on the TTL generation script by now. There are also issues (more columns in the new CSV files than those in existing registry) which we might need to resolve before publication. See PR (https://github.com/wmo-im/iwxxm-codelists/pull/17) for details. May need to consult @marqh as well.
