In one of the final changes in 3.0RC1 the cardinality was changed from optional to 1..2. However, VA and TC cancellation cases no tropicalCyclone or eruptingVolcano element is reported. Both of these should be changed to 0..2 cardinality.
Optionally a Schematron rule should be added to mandate the presence of these elements in non-cancellation cases.
