Minor wording changes to guidance text #144

The use of 'missing' and 'empty' in TAC-to-XML-Guidance.txt file and schematron messages are somewhat vague. Where appropriate, the use of 'absent' conveys that the element should not appear in the XML document at all.

There are also issues with the "shall" and "should" in the guidance. But let us close this first. :)
