RDF files exported from WMO Codes Registry #149

While @marqh welcomed the use of RDF files exported from WMO Codes Registry for local validation with schematron rules, he was concerned about having a set of RDF files packaged with each version of IWXXM schemas because registry entries should eventually evolve in a different pace compared with the IWXXM schemas (see #148).

Instead of making snapshots of RDF files corresponding to certain amendments in Annex 3, PANS-MET, etc., it would be more appropriate to provide a script for users to download the latest version of RDF files. The schematron rules shall then use a parameter (e.g. date, Amendment number, etc.) to select the right registry entries from the RDF files for validation. This seems to be a more robust way of validating instances offline, but may need additional attributes for registry entries. And we may probably need additional attributes in XML instances too to indicate which amendment(s) the instance conforms to.

@marqh had kindly prepared a script in the /bin directory for downloading of RDF files from the registry. For the remaining issue on code table version it would be more appropriate to be followed in #148 in one go. This issue is hereby closed.
