IWXXM 3.0.0RC3 first commit #156

IWXXM 3.0.0RC3 includes the following updates:

  1. Fixed VA Advisory deficiencies (#153)
  2. Added schematron rules in all reports to constrain the use of 2D CRS that are compatible with WGS84 in spatial objects (#140)
  3. Revised TAC-to-XML-Guidance.txt to improve readability

Note: Validation failed because the AIXM weather profile has not been updated yet.

Will the corresponding UML model be made available?

Yes. When the PR has accepted, I will commit the XMI and related stuff in wmo-im/iwxxm-modelling.

I have reworked the commit history and test reporting in #157 I have made every effort to include the same content, but clearly that needs to be validated

please may we consider that PR in preference to this one?
