Relaxing the constraints in rule COLLECT.MB1 of iwxxm.sch #163

This PR submits a new example on a collective with multiple versions of IWXXM METAR report and changes to iwxxm.sch with relaxed constraints in rule COLLECT.MB1. See issue #162 for details.

@mgoberfield: Sorry I think the situation is more complicated than I previously anticipated. I have closed this PR and will go back to #162 for more discussion.
