At WG-MIE/7 in 2021, the need to have a global repository for State IWXXM extensions was discussed. Two conclusions came out:

Decision MIE/7-04: Global Repository for State IWXXM Schema Extensions That, the WG-MIE agree on the necessity to establish a global repository to collate and store information on State extensions to the IWXXM schemas.

Decision MIE/7-05: Designation of a Body to Host the Global Repository for State IWXXM Schema Extensions That, the WG-MIE develop a Working Paper for METP/5 inviting the ICAO Secretariat to arrange for designation of a body to host a 24/7 supported repository (website or SharePoint) to collate and store information on State extensions to the IWXXM schemas.

So the global repository is a natural place for the guidance on developing extension.

At this point, there are no plans to publish the extensions through WMO.

As this is determined not to be WMO's responsibility, should this issue be closed?

Technically we may want to say something on the best practices on writing an extension (e.g. choosing namespace). However, I think it will only cover one page or less. I will suggest to have it included in the documentation ICAO teams are producing. So yes, please have this closed.

Actually there are activities within WG-MIE on IWXXM extension:

If materialized then this repository is the best location to host guidance on the preparation and maintenance of IWXXM extensions which covers not only technical stuff provided by TT-AvData but administrative functions to be determined by ICAO global and/or regional groups (e.g. following AIRAC requirements mentioned in Section 6.2 of ICAO Annex 15):

As this issue has been re-opened it could be time for us to prepare some technical inputs for the ICAO team to incorporate?
