Remove amountAndHeightUnobservableByAutoSystem #45

Per email discussion with Jonathan Paul on cbs-tt-avxml, add a nilReason on AerodromeObservedClouds and remove amountAndHeightUnobservableByAutoSystem.

No amountAndHeightUnobservableByAutoSystem attribute remains in the schemas, nilReason is supported when referencing AerodromeObservedClouds. This appears to be fixed in the model and schemas since version 2.x and this issue can be closed.
