Created an initial draft of the contribution guidelines for IWXXM #67

This includes guidance on initial Git setup, how to report issues, and the development process recommended for contributing changes to the repository

I don't see a problem with users creating issues as long as we encourage them to start from the email list - I am fine with either option. If we were to go with the "only developers are able to create issues" option it would be nice to be able to enforce this in GitHub but I've not found any way to restrict this behavior in the GitHub settings for this repository. I'm not sure this is possible to configure.

Hearing no concerns I will merge this PR. Edits can be made as needed to this baseline
