Closes #7. Added in an optional timeIndicator element that can be used to carry TL/FM/AT (human-readable information) to complement the phenomenonTime reported on METAR/SPECI trend forecasts

I have added the missing <iwxxm:timeIndicator>UNTIL</iwxxm:timeIndicator> to the first trend forecast block. I have no further suggestions to the PR. Please merge as necessary and close #7 too.
