Include special event monitoring #10

The monitoring centers have to also be able to produce reports for certain special event monitorings. Examples for this are the Tsunami Warning Tests, the IAEA Excercises, the receiption of weather warnings or monitoring for the Antarctic

Agreed to expose metrics to the monitoring center. Based on the exact requirements a monitoring center can present the metrics as convenient.
