GBON Monitoring #27

A monitoring center needs to be able to access OSCAR. From this the monitoring center generates an expected baseline of observations. Sensor centers forward reports for observations they receive (either via GTS or WIS2).

The monitoring center flags reports, that are due, due to the schedule in OSCAR, but are not received by sensor centers.

Requirements for GBON need to be specified by TT-GBON. Until then, WDQMS can be used as a preliminary solution. Drawback is, that WDQMS only shows data used by NWP, not data that is available.
