Monitoring centers create statistics as needed based on the data from the sensor-centers #9

Monitoring centers have the task to evaluate and prepare statistics from the data they receive from the sensor-centers. These requirements can be easily updated to take new programmes or issues into account as has been done with the outage of observations during the COVID pandemic. In short monitoring centers monitor and inspect the raw data feed they receive as view for different areas from the sensor centers.

Agreed to expose metrics to the monitoring center. Based on the exact requirements a monitoring center can present the metrics as convenient.
